Squilla Introduces Legislation to Increase Number of Gender-Neutral Bathrooms


Councilman Mark Squilla has introduced new legislation that would require all existing and future single-occupant restrooms to be designated as gender-neutral.

Many city-owned single-occupant restrooms are already designated as gender-neutral in concordance with 2013 LGBTQ rights legislation. Squilla’s bill would extend this to private buildings as well. Squilla said in a press release:

I am pleased to introduce legislation that will reinforce Philadelphia’s earned reputation for being the most LGBTQ-friendly city in the nation. All people, regardless of gender identification, deserve to be able to meet their basic needs with dignity and safety.

The proposed legislation would also require that restrooms are clearly designated as gender-neutral using signage and that any signage suggesting otherwise must be altered or removed.

Philadelphia is promoting awareness of the legislation using the #freetoPHL hashtag. If the ordinance is signed into law, residents will also be able to use #freetoPHL to report non-compliant bathrooms to @Philly311 on Twitter.
